REGULAR SCHEDULED COUNCIL MEETING

January 22, 2008

 

The City Council of the City of Lanett, Alabama, met in regular session on Tuesday, January 22, 2007, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M.  The roll was taken and the following were found to be present: Councilmember Heard, Councilmember McCoy, and Councilmember Duskin.  Councilmember Malone and Councilmember Yarbrough were absent.  Mayor Oscar Crawley was present and presided over the meeting.

 

Reverend Gary Armes said the invocation and led the pledge of allegiance.

 

Councilmember Duskin made the motion to adopt the prepared agenda.  Councilmember McCoy seconded the motion.  Motion unanimously carried.

 

Councilmember McCoy made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of January 7, 2007.  Councilmember Heard seconded the motion.  Motion unanimously carried.

 

Councilmember Heard read “Resolution 01-08-07 – A Resolution Of The Lanett City Council Consenting To The Acceptance of a Conveyance of a Public Road From The Industrial Development Authority of Chambers County, Alabama”. Councilmember Heard made a motion to adopt “Resolution 01-08-07 – A Resolution Of The Lanett City Council Consenting To The Acceptance of a Conveyance of a Public Road From The Industrial Development Authority of Chambers County, Alabama”.  Councilmember Duskin seconded the motion.  Motion unanimously carried.

 

Councilmember Heard read “Resolution 01-08-11 – CDBG LR-PL-PF-07-002”. Councilmember Heard made a motion to adopt “Resolution 01-08-11 – CDBG LR-PL-PF-07-002”. Councilmember McCoy seconded the motion.  Motion unanimously carried.  Mayor Crawley said this is a study on the “Mill Village Housing Rehabilitation Plan”.

 

Councilmember Heard read “Resolution 01-08-14 – A Resolution To Surplus No Longer Needed Facilities and Equipment At The “Lanett Barn”. Councilmember Heard made a motion to adopt “Resolution 01-08-14 – A Resolution To Surplus No Longer Needed Surplus Facilities and Equipment At The “Lanett Barn”.  Councilmember Duskin seconded the motion.  Motion unanimously carried.

 

Councilmember Heard thanked Superintendent Looser and the Lanett School Board members on the work they do. Councilmember Heard also wanted to thank Reverend Kennedy on the presentation in the work session January 17, 2008 and the members that made presentation on the future of L. B. Sykes Junior High School.

 

Councilmember McCoy read the first reading “Ordinance 01-08-01 – An Ordinance To Annex Property Into The City of Lanett”.

 

Councilmember McCoy read “Resolution 01-08-09 – A Resolution To Change The Time Of Day The Mayor And Council Meets on The First and Third Monday Of Each Month”. Councilmember McCoy made a motion to adopt “Resolution 01-08-09 – A Resolution To Change The Time Of Day The Mayor And Council Meets on The First and Third Monday Of Each Month” which is 12:00 P.M. (noon). Councilmember Heard seconded the motion.  Motion unanimously carried.  Councilmember McCoy said that at the last meeting January 7, 2008 that was held at 12:00 P.M. (noon) he got a lot of good comments.

 

Attorney Larry Nix asks if the ordinance had the time listed for council meetings?  City Manager Joel Holley said the ordinance does not list a time.  City Manager Joel Holley said he called the Alabama League of Municipalities and talked with League Attorney Ken Smith about the changing of time for council meeting.

 

Councilmember McCoy read “Resolution 01-08-13 – A Resolution Appointing Mrs. Kay Maxwell To The Lanett Board of Adjustments.  Councilmember McCoy made a motion to adopt “Resolution 01-08-13 - A Resolution Appointing Mrs. Kay Maxwell To The Lanett Board of Adjustments.  Councilmember Heard seconded the motion.  Motion unanimously carried.

 

Councilmember Duskin read “Resolution 01-08-08 – Resolution Of The City Council Of The City Of Lanett Approving Corrections To Original Petition Relating To Formation Of The Improvement District Of The City of Lanett, Alabama – The Landing At The Venue Project”.  Councilmember Duskin made a motion to adopt “Resolution 01-08-08 – Resolution Of The City

Council Of The City of Lanett Approving Corrections To Original Petition Relating To Formation Of The Improvement District of The City of Lanett, Alabama – The Landing At The Venue Project”.    Councilmember McCoy seconded the motion.  Motion unanimously carried.

 

Councilmember Duskin ask Attorney Larry Nix to explain “Resolution 01-08-08 – Resolution Of The City Council Of The City of Lanett Approving Corrections To Original Petition Relating To Formation Of The Improvement District of The City Of Lanett, Alabama – The Landing At The Venue Project”.    Attorney Larry Nix said that the “Resolution 12-07-01” had to be amended and replaced with the “Resolution 01-08-08 – Resolution Of The City Council Of The City Of Lanett Approving Corrections To Original Petition To Formation Of The Improvement District – The Landing At The Venue” because the “Ordinance 01-08-01 – Annexation Of Property Into The City of Lanett” had to be done first.

 

Councilmember Duskin read “Resolution 01-08-10 – A Resolution To Authorize Asphalt Resurfacing Of North 8th Avenue (from Cherry Drive to 1st Street), North 6th Avenue (from N. 18th Street to Cherry Drive) and 22nd Avenue (from 20th Street SW to End of Repaving)”.   Councilmember Duskin made a motion to adopt  “Resolution 01-08-10 –– A Resolution To Authorize Asphalt Resurfacing Of North 8th Avenue (from Cherry Drive to 1st Street), North 6th Avenue (from N 18th Street to Cherry Drive) and 22nd Avenue (from 20th Street SW to End of Street to Cherry Drive) and 22nd Avenue (from 20th Street SW to End of Repaving)”.  Councilmember McCoy seconded the motion.  Motion unanimously carried.

 

Councilmember Duskin read “Resolution 01-08-12 – A Resolution To Allow The City of Lanett To Join With The City of Valley And The City of West Point To Form The Jobs Alliance”.  Councilmember Duskin made a motion to adopt  “Resolution 01-08-12 – A Resolution To Allow The City of Lanett To Join With The City of Valley And The City of West Point To Form The Jobs Alliance”.    Councilmember Heard seconded the motion.  Motion unanimously carried.

 

Mayor Crawley appointed Mrs. Mary McKnight to Lanett Housing Authority Board of Directors.

 

Chief Teddy Morris presented “Commendation to Police Officer” Detective William Matt Young.
