REGULAR SCHEDULED COUNCIL
MEETING
February 04, 2008
The City Council of the City of Lanett, Alabama, met in regular session on Monday, February 04, 2008, in the Council Chambers of the Lanett Municipal Complex at 12:00 Noon P.M. The roll was taken and the following were found to be present: Councilmember Malone, Councilmember McCoy, Councilmember Duskin and Councilmember Yarbrough. Mayor Oscar Crawley was absent. Mayor Pro Tem Jamie Heard was present and presided over the meeting.
Reverend Gary Armes said the invocation and led the pledge of allegiance.
Councilmember McCoy made the motion to adopt the prepared agenda. Councilmember Duskin seconded the motion. Motion unanimously carried.
Councilmember McCoy made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of January 22, 2008. Councilmember Duskin seconded the motion. Motion unanimously carried.
Councilmember Malone ask if a City of Lanett employee Assistant Building Inspector was working part time for the company that was doing the demolition and City Manager Joel Holley said no? Councilmember Malone said that he wanted the whole matter looked at and get an Attorney General opinion?
City of Lanett Attorney Larry Nix said if what Councilmember Malone is saying is the case, then he agreed with him and that this is a conflict of interest. The City of Lanett Attorney Larry Nix said that the procedure would be up to the mayor and council to decide to do a resolution to get an Attorney General opinion. Attorney Larry Nix said that a motion would have to be obtained to amend the agenda.
Councilmember McCoy made a motion to amend agenda. Councilmember Malone seconded the motion. Roll call as follows: Councilmember Malone – Yea, Councilmember McCoy – Yea, Councilmember Duskin – Nay, Councilmember Yarbrough – Nay, and Mayor Pro Tem – Nay. Motion to change the agenda failed.
The City of Lanett Attorney Larry Nix said that the procedure would be up to the mayor and council to decide to do a resolution to get an Attorney General opinion. Attorney Larry Nix said it could put on the agenda at the next council meeting.
Councilmember McCoy asks Attorney Larry Nix would it require the mayor who sets the agenda? Attorney Larry Nix said that any councilmember has the right to request agenda item to the mayor. Councilmember McCoy said the mayor and council needs to do a resolution for the Attorney Generals opinion.
Councilmember Heard read “Proclamation – Master Alex Rivers” for his heroic action taken by saving his grandfathers life from a house fire. Alex Rivers and his mother were present to receive the proclamation.
Councilmember McCoy read the second reading “Ordinance 01-08-01 – Annexation of Property into the City of Lanett”. Councilmember McCoy made a motion to adopt “Ordinance 01-08-01 – Annexation of Property into The City of Lanett”. Councilmember Yarbrough seconded the motion. Roll call as follows: Councilmember Malone – Yea, Councilmember McCoy – Yea, Councilmember Duskin – Yea, Councilmember Yarbrough – Yea, and Mayor Pro Tem Jamie Heard. Motion unanimously carried.
Councilmember Duskin read “Resolution 02-08-01 – Surplus Equipment”. Councilmember Duskin made a motion to adopt “Resolution 02-08-01 – Surplus Equipment”. Councilmember Yarbrough seconded the motion. Motion unanimously carried.
Councilmember McCoy asked City Manager Joel Holley what was the time frame for tearing down the old public works buildings. City Manager Joel Holley said that Chambers County Highway Department Henry Hawkins said they would be doing the work soon.
Councilmember Yarbrough had nothing this afternoon.

County Industrial Development Authority Director Valerie Gray was in attendance
and promised the council that 2008 would be a better year than 2007. She thanked the council on behalf of the IDA
for the continued support in the ongoing effort to recruit. Gray said that there
were
five current projects that were in need of office or warehouse space within
this area and that anyone with any ideas can send her e-mail about this
subject. She said that they hoped to
close deals with one or two large companies in the next 60 days. Gray said that
the Chambers County IDA was proud to announce Daeki locating here and producing
air filters for Kia and in three to five years, possibly for Hyundai as well. She noted that there had been letters of
intent signed with a couple of companies already and two more were slated to be
signed next Monday with those companies being the two single largest announced
in Chambers County.
Gray said that the IDA would be partnering with the Lanett-Valley-West Point Jobs Alliance on making sure Chambers County residents have the first shot at jobs with suppliers locating here. She said that the IDA was going to go live with its new web site in the next two to three weeks and that they planned to be regular attendees at council meetings. Gray said that they were bidding out the Cusseta Industrial Park sewage and the sewage needs to be in the ground by May 1, 2008. She also thanked the council for supporting the Mando expansion and she believes there is a lot of potential for growth there.
Councilmember McCoy said there being no further business to come before this Council, motion duly made, meeting was adjourned.
