CITY OF LANETT
REGULAR SCHEDULED COUNCIL MEETING
February 5, 2007
The City Council of the City of Lanett, Alabama, met in regular session on Monday, February5, 2007, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M. The roll was taken and the following were found to be present: Councilperson Tony Malone, Jamie Heard, John Duskin, Mike Yarbrough and Kyle McCoy. Mayor Oscar Crawley was present and presided over the meeting.
Reverend Nellie Giles said the invocation and led the pledge of allegiance.
Councilmember Yarbrough made the motion to adopt the prepared agenda. Councilperson McCoy seconded the motion. Motion unanimously carried.
Councilmember Yarbrough made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of January 22, 2007. Councilmember McCoy seconded the motion. Motion unanimously carried.
Councilmember Malone had nothing this evening.
Councilmember Heard made a motion to adopt “Resolution 02-07-01 – Three (3) 2007 GMAC Sierra 1500 4 door extended cab pickup truck bid award”. Councilmember Duskin seconded the motion. Motion unanimously carried. The lowest bid was from Langley motors for $17238.13 plus tax and title.
Councilmember Malone asked who was getting the vehicles. Mayor Crawley said the utility department, animal control, and recreation department.
Councilmember McCoy said that at first the utility department was going to get two vehicles and wanted to know when the utility department was going to get the second vehicle for the gas department. Councilmember McCoy said the gas department is in need for a vehicle. Mayor Crawley said it would be done later on and the utility department had already had several new trucks, since the recreation department had a new truck.
Councilmember Malone asked why the City of Lanett was getting the animal control a new truck instead of a used one. Councilmember Yarbrough said the vehicle was purchased used and the truck needs replacing. Councilmember Malone asked what would happen to the truck.
City Manager Holley said the vehicles would be surpluses.
Councilmember Heard made a motion to adopt “Resolution 02-07-03 – Utility Pole Attachment Audit”. Councilmember McCoy seconded the motion. Motion unanimously carried.
Councilmember McCoy made a motion to adopt “Resolution 02-07-02 Purchased Gas Adjustment Rates Redefined”. Councilmember Yarbrough seconded the motion. Motion unanimously carried.
Councilmember McCoy said attached is a print out that has the actual charges. Councilmember McCoy said the charges start from February 2007 to April 2007 with base rates of $12.60. Councilmember McCoy said in May 2007 it will go to $15.00 as a base rate.
Councilmember McCoy made a motion to adopt “Resolution 02-07-05 Natural Gas Rates”. Councilmember Yarbrough and Councilperson Heard seconded the motion.
Councilmember McCoy said that when we talked about a rate study back in March 2006 one of the things we asked for was a rate study not only on gas, but also on the other utilities. Councilmember McCoy said when the finance committee met in January 2007, we thought the City of Lanett would go down on the gas rates and go up on the water rates. Councilmember McCoy said after the finance committee met the best interest for the citizens of the City of Lanett we decided not to go up on water rates and would maintain the water rates. Councilmember McCoy said that the City of Lanett would go down on gas rates.
Councilmember McCoy said in the next council meeting that on the agenda the City of Lanett to do a true rate study of all the utilities in the City of Lanett. Councilmember McCoy said that the City of
Lanett should not increase one utility rate to go down on another utility rate. Councilmember McCoy said that it is great that the City of Lanett to pass on to the citizens of Lanett, but I think we can do better.
Mayor Crawley asked when this new rate would go into effect. City Manager Holley said Tuesday February 6, 2007.
Councilmember McCoy said that he feels that this was not a true rate study and that the City of Lanett on compared the rates to the City of West Point, Georgia. Motion to adopt “Resolution 02-07-05 Natural Gas Rates” unanimously carried.
Councilmember Duskin made a motion to adopt “Resolution 02-07-04 – Enforce the Dilapidated Building Code”. City Manager Holley said that the mayor and council would have to designate an official person to exercise the authority and “Enforce the Dilapidated Building Code” of the state of Alabama. City Manager Holley said that person would be Building Inspector Jerry Thrower. Councilmember Yarbrough and Councilmember McCoy seconded the motion. Councilmember McCoy thanked Mayor Crawley, City Manager Holley, and Building Inspector Jerry Thrower on cleaning up North 6th Avenue. Motion unanimously carried.
Councilmember Duskin presented a “Proclamation – Dorothy Wynn 90th Birthday”. Councilmember Duskin and Mayor Crawley presented the proclamation to Dorothy Wynn.
Mayor Crawley asked Commander Teddy Morris to come and honor Officer Tracy Bandy and Carl Worthy as they had been promoted as lieutenant.
Councilmember Yarbrough thanks the council for allowing the City Manager Holley do his job.
Councilmember Yarbrough said the police committee review the applicants for police chief which they received 26 applicants for police chief and would be doing interviews.
Councilmember Yarbrough made a motion to go into executive session “Appointment of an Acting Police Chief”. Councilperson Heard seconded the motion. Motion unanimously carried. Mayor Crawley said they would be in executive session for fifteen minutes.
Councilmember Yarbrough made a motion to come out of executive session. Councilmember Malone seconded the motion. Motion unanimously carried.
Councilmember Yarbrough made a motion to appoint an Acting Police Chief Teddy Morris. Councilmember Duskin seconded the motion. Roll call vote as follows Councilmember Malone – Yea, Heard- Yea, McCoy- Yea, Duskin –Yea, Yarbrough- Yea and Mayor Crawley – Yea. Motion unanimously carried.
There being no further business to come before this Council, motion duly made, meeting was adjourned.
