REGULAR SCHEDULED COUNCIL MEETING

February 20, 2006

 

The City Council of the City of Lanett, Alabama, met in regular session on Monday, February 20, 2006, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M.  The roll was taken and the following were found to be present: Councilmember Malone, Councilmember Heard, Councilmember Duskin, Councilmember Yarbrough, and Councilmember McCoy.  Mayor Oscar Crawley was present and presided over the meeting.

 

Reverend Gary Armes said the invocation and led the pledge of allegiance.

 

Councilmember McCoy made the motion to adopt the prepared agenda.  Councilmember Heard seconded the motion.  Motion unanimously carried.

 

Councilmember McCoy made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of February 6, 2006.  Councilmember Yarbrough seconded the motion.  Motion unanimously carried.

 

Councilmember Malone made a motion to adopt “Resolution 02-06-02 Ambulance Bid Award”. Seconded by Councilmember Duskin.  The bid for 2005 Ford E-450 XL Cutaway Chassis (Wheeled Coach Type III 163” Module body) ambulance was award to Peachstate Ambulance, Inc., 130 Peach State Court, Tyrone, Georgia 30290 for $82,025.00, which was the lowest bid.  Councilmember Malone wanted City Manager Holley to explain that the City of Lanett is not paying $82,025.00 all at one time. City Manager Holley addressed Councilmember Malone saying yes this is a lease purchase and the City of Lanett actually received two bids.  The other bid was $114,000.00. City Manager Holley said that the company that won the bid has a good working relation with the agent in the area. City Manager Holley stated that the first payment will be due beginning January 2007 for $18,988.79 and thereafter for five (5) years. City Manager Holley stated, their were some extra items thrown in like a new stretcher, which would cost about $3,600.00 and a customize cab area.  City Manager Holley stated the ambulance parts will be easier accessible and it will be easier to get up some of the streets since it will be a smaller vehicle.  The ambulance could not get up the streets with the larger ambulances.  City Manager Holley stated to Councilmember Malone, that the ambulance billings are now correct and the City of Lanett collections have increased.  The City of Lanett is using an expert outside company that only deals with ambulance billing with insurance companies like Medicaid and Medicare and this will certainly go a long way with expert emergency care to our citizens.  Motion unanimously carried.

 

Councilmember Heard presented a Proclamation to “Lanett High School B-Team Basketball.”

 

Councilmember McCoy made a motion to adopt “Resolution 02-06-03 Airport Hanger Agreement.”  Seconded by Councilmember Yarbrough.  Councilmember McCoy stated this is the airport hanger that the Mayor and Council had discussed in previous meetings.  Mayor Crawley and City Manager Holley had negioated with the City of Valley, Alabama to purchase the airport hanger at the old Shawmut airport for the purchase price of $60,000.00.  The City of Lanett will pay $45,000.00 up front and the remaining balance of $15,000.00 according to the contract the City of Lanett has two (2) years to pick up and move the property to be relocated in Lanett.  Councilmember Malone asked how much it will cost to move the building at this time.  Councilmember McCoy stated that the City of Lanett is getting bids already on moving the airport hanger and applied for a direct appropriation.  City Manager Holley stated that the bids range from $150,000.00 to $195,000.00 for one inch concrete slab.  The City of Lanett is only looking at a ˝ inch concrete slab at this time.  The City of Lanett has submitted a request today to Congressman Mike Rogers.  The City of Lanett emailed, faxed it, and FedEx it today.   This project will solve a couple of the City of Lanett needs and in the last fifty something years the City of Lanett utility, street and water department has operated out of the area called the barn.  This a one time opportunity for the City of Lanett and the building is a very good shape.  The building could serve the City of Lanett, because if the City of Lanett had to buy the package for $150,000.00 and then the City of Lanett would have to erect it. The City of Lanett would be looking at another $100,000.00 to $125,000.00 to erect.  City Manager Holley said the only thing wrong with the building is it needs painting, but it will serve the City of Lanett probably another hundred (100) years.  The building would serve the City of Lanett for housing our equipment and can be used as a disaster site because it so big...  The City of Lanett could use the building in time of disaster and have our computers up and running in four (4) hours. City Manager Holley said that as far as Homeland Security tied into that with the request to Congressman Rogers.  This will tie into the City of Lanett “Downtown Development Project” and this will move our

 

 

public works out of downtown.  Councilmember Malone asked if the City of Lanett would move on it quickly or not take two (2) years to move the building.

 

City Manger Holley addressed Councilmember Malone that the City of Lanett would move on it when the City of Lanett finds the money to pay for it to keep from putting the City of Lanett in a bind. The City of Valley will give the City of Lanett two years to take it down. Councilmember Malone said that this administration will be long gone.  Mayor Crawley stated that the City of Lanett will move forward on this project and one thing heard during the campaign is to clean up the downtown. Motion carried with Councilmember Malone voting Nay. 

 

Councilmember Duskin made a motion to adopt “Resolution 02-06-04 Surplus Property (1) 1998 Sonoma.” Seconded by Councilmember McCoy.  Motion unanimously carried.

 

Mayor Crawley commented on the City of Lanett starting a new bus program to pick up citizens.  Recreation Director Tucker stated that the bus is not only for seniors but also for everybody in the City of Lanett.  The bus would pickup citizens with disability at their residence.  The bus will start in the morning February 21, 2006 at 8:00 AM run five (5) days a week and has rules for riders. Recreation Director Tucker said that Kenny Kitchens will be driving the van, as he has CDL license and is the only one with these type of license who works for the City of Lanett. City Manager Holley stated this is a 5210 program would certainly aid seniors and anyone else. The designated stops are medical park, local pharmacies, grocery stores and locations where bills can be paid.   City Manager Holley said this is a great asset.  City Manager Holley said the bus had a wheelchair lift and could be ridden by children over twelve (12) years of age.  City Manager Holley said another benefit would be that this adds points to the J.T Greene project, which is elderly low-income housing.

 

City Manager Holley stated that there is a finance committee meeting on Thursday, February 23, 2006 at 4:00 PM.

 

City Manager Holley told Councilmember Malone that a second round of interviews would be scheduled for Fire Chief. City Manager Holley stated that Councilmember Malone, other Councilmember on the committee would join in with him in the interviews.  City Manager Holley stated that he has narrowed the candidates down to four (4) people for the second interviews.

 

Councilmember Heard asked about the West Shawmut project. City Manager Holley addressed Councilmember Heard that the problem was the project had not being completed in a timely manner.  City Manager Holley stated that the City of Lanett would go after liquidated damages from the company whose president had not been seen on the site of the West Shawmut Sewer Project since just before Christmas. The City of Lanett had to do a change order to remove the paving project from the CDBG Sewer Grant Project. The City of Lanett would have to use matching funds for the paving.

 

Mayor Oscar Crawley wished both the Lanett boys and girls varsity basketball teams good luck in Troy, Alabama as they both advanced to the Southeast Regional Championship Tournament. Mayor Crawley noted that the girls played on Tuesday at 4:30 PM eastern standard time and the boys played at 9:00 PM eastern standard time.  Mayor Crawley urged anyone that could come to the basketball game to come.

 

Councilmember Yarbrough had nothing this evening. The only thing he had was to congratulate the Lanett High School B-Team Basketball.
