REGULAR SCHEDULED COUNCIL MEETING

April 3, 2006

 

The City Council of the City of Lanett, Alabama, met in regular session on Monday, April 3, 2006, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M.  The roll was taken and the following were found to be present: Councilmember Malone, Councilmember Duskin, Councilmember Heard, Councilmember Yarbrough, and Councilmember McCoy.  Mayor Oscar Crawley was present and presided over the meeting.

 

Reverend Gary Armes said the invocation and led the pledge of allegiance.

 

Councilmember Malone made the motion to adopt the prepared agenda.  Councilmember McCoy seconded the motion.  Motion unanimously carried.

 

Councilmember McCoy made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of March 20, 2006.  Councilmember Heard seconded the motion.  Motion unanimously carried.

 

Councilmember Malone presented and read Proclamation “April Child Abuse Prevention Month”.

 

Councilmember Malone presented and read Proclamation “Boys & Girls Clubs of America Week – Centennial Celebrations”. Gwen Harris Brooks was presented the Proclamation and the City of Lanett will celebrate April 2, 2006 to April 9, 2006.

 

Councilmember Malone said first of all I would like to say that I hope the news that was reported by The Valley Times News that Kia has delayed their groundbreaking will not stop us from positioning the City of Lanett for growth.   Councilmember Malone said I think this is something that the City of Lanett should have done a long time ago, my question is will the City of Lanett continue to wait on something to make us do what is right for the citizens. Councilmember Malone said that very little had been spent on recreation during the past seven years and the City of Lanett had spent thousands of dollars on the police department and high salaries.  Councilmember Malone said however the City of Lanett needs police protection for the citizen’s quality of life.  Councilmember Malone said that he was tired of hearing excuses from people about why the City of Lanett can’t do anything in regards to recreation and mostly along the City of Lanett banks of the Chattahoochee River.  Councilmember Malone said I disagree with them and think there is something the City of Lanett can do. We all know how it floods at times, but they also have flooding in Columbus, Georgia and other areas as well.  Councilmember Malone said that we talk about the wetlands and swamplands, but there are ways to work in conjunction with preserving these areas while at the same time improving the City of Lanett quality of life through recreation.  Councilmember Malone said the area along the Chattahoochee River is the City of Lanett’s future, because he believes it could accommodate a broad range or recreational activity.  The City of Lanett must start now to make it happen.  Councilmember Malone said that the City of Lanett has talked with engineers who have stated that there is nothing that can be done in the Lanett Chattahoochee River area.   Councilmember Malone said that maybe they can’t do anything, but there are some professional firms who can work with the Corps of Engineers in making the impossible a reality.  Councilmember Malone said that during the next several months Mayor Crawley, Recreation Director Tucker and his staff will be gathering data about what can actually be done to improve the City of Lanett recreation through various super fun parks, walking trails, ball fields and other vital interests that will cater to the City of Lanett senior citizens.  Councilmember Malone said whether it is on the Chattahoochee River or somewhere throughout the City of Lanett something must be done.  Councilmember Malone said that if we can spend thousands of dollars on the police department, we could spend money on the citizens.  They don’t get to ride in the new police cruisers, unless they break the law.  Councilmember Malone said that with the new recreation opportunities, all citizens of Lanett could participate.

 

Councilmember Malone wanted to thank Mayor Crawley for his support on his project and patience as the City of Lanett looks at ways of improving recreation.  Councilmember Malone said that he hopes the citizens will give an input when the time comes, which will lead to a better quality of life for the City of Lanett citizens when it comes to recreation.

 

 

 

 

Councilmember Heard presented and read Proclamation “ Hike/Bike/Run Week”. Dennis Lindsay was presented the Proclamation. The City of Lanett declared the week of April 30, 2006 to May 6, 2006 Valley Haven Hike Bike week.

 

Councilmember McCoy made a motion to adopt “Resolution 04-06-01 - Legislation To Allow Draft & Keg Beer Sales In Chambers County”.   The motion seconded by Councilmember Malone and Councilmember Yarbrough.  Councilmember McCoy said that Chambers County is already a wet county and basically this will allow for the sale of draft and keg beer in the county. Councilmember McCoy said the City of Valley has already adopted a resolution, the Chambers County Commission and the City of LaFayette will meet April 10, 2006 to adopt the resolution.  Motion unanimously carried.

 

Councilmember Duskin made a motion to adopt “Resolution 04-06-02 – A Resolution To Contract With Lamar Advertising And To Share In Cost Of Bill Board Welcoming Kia – Economic Development”.  Councilmember Yarbrough seconded the motion. City Manager Holley said he had contacted all the other entities and they have all agreed and the cost will be $3,975.00 per entity for a year.  Motion unanimously carried.

 

Councilmember Yarbrough made a motion to adopt “Resolution 04-06-03 - A Resolution To Amend The Classification Plan Of The City Of Lanett”.  Councilmember McCoy seconded motion.  Councilmember McCoy asked Chief Docimo to comment on the classification plan and how it will benefit.   Chief Docimo explained that he gathered different pay scales from other agencies.  Chief Docimo said if there were no change in pay classification we would continue losing employee to other agencies.  Councilmember Malone asked Chief Docimo about City of LaFayette and Chambers County Sheriff ‘s Department. Councilmember Malone asked about Chambers County and Chief Docimo said he did not get pay information, but from Lee County.  Motion unanimously carried.

 

Couniclmember Yarbrough wanted to thank Dennis Lindsay a Lanett Business owner who had come and donated some supplies to the Police Department Fund Raiser to purchase emergency equipment to put in the police vehicles.

 

City Manager Holley notes the work that has been done outside the City of Lanett. Councilmember Yarbrough and Councilmember Duskin said it looks good.  City Manager Holley said that the City of Lanett has ordered some smoking cans to put out.  City Manager Holley said the Police Department has been very active pursuing litter.  City Manager Holley said that at one of our major intersection that we are going to try a pilot program, by putting a four by four post painted white and hang an appropriate garbage container from it.  City Manager Holley said the City of Lanett has the Street Department working everyday in different areas to clean up, now that the proposed groundbreaking has been delayed to May 10, 2006.  City Manager Holley said that the citizens have made good comments about the clean up.  City Manager Holley encourages all citizens to clean up properties and put there best foot forward.

 

Mayor Crawley said that the Beautification Committee would meet Monday April 10, 2006 at 5:00 PM in the City of Lanett Council Chamber.
