REGULAR SCHEDULED COUNCIL MEETING

15, 2006
The City Council of the City of Lanett, Alabama, met in regular session on Monday, May 15, 2006, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M. The roll was taken and the following were found to be present: Councilmember Malone, Councilmember Duskin, Councilmember Heard, Councilmember Yarbrough, and Councilmember McCoy. Mayor Crawley was present and presided over the meeting.
Reverend Gary Armes said the invocation and led the pledge of allegiance.
Councilmember Malone made the motion to adopt the prepared agenda. Councilmember Heard seconded the motion. Motion unanimously carried.
Councilmember Yarbrough made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of May 1, 2006. Councilmember McCoy seconded the motion. Motion unanimously carried.
Mayor Crawley reported that the City of Lanett had over a $1,000,000.00 turnaround financially in just over one year since he and the Council took office. Mayor Crawley stated that when he took office in October 2004 the City of Lanett was $800,000.00 in the red and in October 2005 the City of Lanett was $220,000.00 in the black. Mayor Crawley commended this Mayor and Council for the work they had done the City of Lanett’s finances.
Councilmember Malone said this is good news.
Councilmember Malone had nothing this evening.
Councilmember Heard presented Proclamations “Lanett High School Proclamations: Miss Lanala-Darnetta Hare, Mr. LHS-Nicholas Gagnon, Miss LHS- Amy Carpenter, Valedictorian-Amy Carpenter, Salutatorian-Nicholas Gagnon & Heather Boyett”.
Councilmember McCoy presented Proclamations” Springwood High School Proclamations: Miss SHS-Rebecca Lowe, Mr. SHS-Andrew Golden, Valedictorian-Matt Reynolds and Matt Reynolds-AMEA Scholarship Recipient, Salutatorian-Ashley Anglin”.
Councilmember Duskin made a motion to adopt “Resolution 05-06-03 – Street Department Backhoe Tractor Bid Award”. Councilmember McCoy seconded the motion. Motion unanimously carried. Councilmember Malone asked exactly how much the backhoe cost. City Manager Holley stated that the bid was for $74,654.00.
Councilmember Duskin said that the Kia Committee would be scheduling another meeting.
Councilmember Duskin wanted to remind the citizens of Beautification Week and for all citizens to help out if possible. Councilmember Duskin said that if you would look to the left, look to the right and look straight ahead and if there is any trash please pick it up and help clean-up the City of Lanett. Councilmember Duskin said the City of Lanett is looking better.
Councilmember Yarbrough said that the citizens of Lanett could pick up garbage bags at the Lanett City Hall and citizens may register because they will be giving door prizes from the beautification committee.
Councilmember Yarbrough said that the Police Committee had a meeting with the police officers this past Wednesday and found out about the lack of communications, miscommunication, lack of delegation procedures and lack of guidance. Councilmember Yarbrough apologized for the lack of communication that may have caused.
Councilmember Yarbrough said the hamburger benefit the Police Department had Saturday for the defibrillators went very well. Councilmember Yarbrough wanted to thank local delegation Senator Dial, Representative Bridges, and Representative Laird for the purchase of one defibrillator. Councilmember Yarbrough also wanted to thank the police officers and their families and also
Carl Bullard with his kitchen on wheels. It would not have been successful without his hard work Saturday.
Councilmember Yarbrough said that he would like the Mayor and Council to consider something that had been on his mind quite some time after talking with a former Mayor about considering the park across from Central Elementary School, to make a Veterans Memorial Park. Councilmember Yarbrough said he would like to come back later with a resolution to make the Veterans Memorial Park to honor our Veterans who served in our armed forces.
City Manager Holley said this week is clean-up week and the City of Lanett will be picking up old tires, which will be done only one-time.
City Manager said on behalf of the Mayor and Council, he took part in a ceremony at the Alabama Welcome Center “See American Week”.
City Manager Holley said the West Shawmut paving project is being completed.
City Manager Holley said the Airport Project is continuing and if you look on I-85 across from the Lanier-Carter Mill you can see what is going on.
City Manager Holley said that the City of Lanett is planning to burn several houses later this week.
City Manager Holley said that he and City Attorney Larry Nix were working to address any gaps in our ordinances for grass cutting, weeds, and junk.
City Manager Holley told the Mayor and Council that the bids were in on the swimming pool behind the Junior High School. He reviewed the bids to repair the swimming pool. City Manager Holley said the City of Lanett would have to take another look at what could be done to have the swimming pool open this year and make sure it was safe. Councilmember Malone asked if the bids were under $7,500.00. City Manager Holley said no they were not under $7,500.00 and the City of Lanett was looking at what it could do to get by and be safe this summer. Councilmember Malone said that he thought the City of Lanett was stalling on the swimming pool project. City Manager Holley said that the Mayor Crawley had been on top of this project and that if there is a patch job that the top priority is to make sure it is safe for the children to enter this summer.
City Manager Holley said the tickets for “Fab 5” for Chambers County Hall of Fame dinner are going fast.
Valerie G Gray with the IDA came before the Mayor and Council with quarterly report. She told the Mayor and Council that the IDA had been extremely busy with six highly active projects currently under way. She asked the Mayor and Council to think about benchmarking about $3,181.91 that would be paid in three payments over the next three years in the overall of $44,000.00 incentive package, one of the potential industries would be receiving. Valerie Gray told the Mayor and Council she is waiting on the wage rates. She told the Mayor and Council that Assistant Director of ADECA came to the area and conducted a Korean seminar. She reported that she, Carey Baldwin, and other members of the Chambers County Commission had gone to an Economic Development Summit. She said that a trip to Korea is currently scheduled for July 13, 2006 and a one on one visit with potential suppliers and new companies are likely. She asked the Mayor and Council to think about a Councilmember and a City of Lanett employee to be put on a committee that would meet the first Tuesday of every month following the IDA meeting to receive information and report back to the Mayor and Council quickly. The first meeting will be scheduled for the first Tuesday in June 2006.
Valerie Gray reported to the Mayor and Council that the IDA has applied for a Grant for $645,000.00 and is filling out paper work to Senator Shelby and Congressman Rogers.
Councilmember McCoy thanked Valerie Gray for the hard work she had done.
Councilmember Yarbrough said the City of Lanett could not have offered to run gas out in the Cusseta Industrial Park last year because of the finances.
Valerie Gray thanked the City of Lanett for taking the risk with the gas.
Councilmember McCoy made a motion to amend the agenda to consider the IDA Project. Motion seconded by Councilmember McCoy. Motion unanimously carried.
Councilmember McCoy entertains a motion to commit to the $11,000.00 over a three-year period for this project with the IDA. Councilmember Yarbrough seconded the motion. Motion unanimously carried.
Councilmember Duskin asked Valerie Gray with the IDA when the I-85 exchange would be ready and she said she did not know, but hopefully it will be soon.
Mayor Crawley thanked the High School Achievement winners.
There being no further business, to come before this Council, motion duly made, and meeting was adjourned.
