REGULAR SCHEDULED COUCIL
MEETING
June 05, 2006
The City Council of the City of Lanett, Alabama, met in regular session on Monday, June 5, 2006, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M. The roll was taken and the following were found to be present: Councilmember Malone, Councilmember Duskin, Councilmember Heard, Councilmember Yarbrough, and Councilmember McCoy. Mayor Crawley was absent. Mayor Pro Tem Malone was present and presided over the meeting.
Reverend Gary Armes said the invocation and led the pledge of allegiance.
Councilmember McCoy the motion to adopt the prepared agenda. Councilmember Heard seconded the motion. Motion unanimously carried.
Councilmember McCoy made a motion to amend the agenda of the motion to appoint the Fire Chief to Councilmember Yarbrough and Councilmember McCoy to present the Proclamation. Councilmember Yarbrough seconded the motion. Motion unanimously carried.
Councilmember McCoy made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of May 15, 2006. Councilmember Duskin seconded the motion. Motion unanimously carried.
Councilmember Yarbrough made the motion to dispense with reading and to adopt the minutes of the Special Call Council Meeting May 30, 2006. Councilmember McCoy seconded the motion. Motion unanimously carried.
Councilmember Malone had nothing this evening.
Councilmember Heard had nothing this evening.
Councilmember McCoy presented a Proclamation to Steven Benson. Councilmember McCoy said the City of Lanett had a Fabulous Five celebration this past Friday June 2, 2006. When I went to a Lanett Ball game I sat beside Steven Benson and I listened to his idea. Councilmember McCoy said he wanted to the people of the City of Lanett to know this was Steven Benson’s idea. Councilmember McCoy said he wanted to commend City Manager Holley for the work he did on the Fabulous Five Event. Councilmember McCoy said that during the Fabulous Five Steven Benson was not there, but his idea was. Councilmember McCoy said if you go over to the Lanett Gym you would not see anything with Steven Benson name on it where the work he has done to restore the gym, but Steven Benson does want any recognition for it. Councilmember McCoy said that is why the City of Lanett wanted to recognize Steven Benson tonight for all his work for the City of Lanett program
Councilmember McCoy said during the Fabulous Five he looked up on the stage and noticed that City Manager Holley was having the more fun than in the last twenty-five years.
Councilmember Duskin said that he wanted to thank the group from the Lanett Neighborhood watch for the clean-up work. Councilmember Duskin wanted to thank Ronnie and Pam Ray, Mary Avanzato, Mary Richardson, Aliyca Shells, Daniel McDaniel, Lurlie Jennings, Ester Smallwood and Mary Yates for all the help with the clean up. The City of Lanett looks clean.
Councilmember Duskin wanted to thank City Manager Holley on the Fabulous Five Event and the Arts and Craft Show that was held Saturday June 3, 2006 and it was a good turn out.
Councilmember Duskin urged everybody to get out and vote and may your candidate win.
Councilmember McCoy wanted to also thank Steven Benson, because he knows where his roots are and his heart is the Lanett, Alabama.
Councilmember Yarbrough made a motion to appoint a Fire Chief to Interim Timothy Jennings. Motion seconded by Councilmember Duskin. Councilmember Malone (Mayor Pro tem) made a
motion to table the motion to appoint a Fire Chief. Councilmember Malone said he wanted to table the motion until the Mayor and Council could discuss the position further. Motion to table seconded by Councilmember McCoy.
Councilmember McCoy asked the Mayor Pro tem Malone to amend your motion and that the Mayor and Council will make a decision on the next council meeting June 19, 2006 to appoint a Fire Chief. Seconded by Councilmember Heard. Motion unanimously carried. Roll call vote to table the motion to appoint Fire Chief as follows: Councilmember Duskin – Nay, Councilmember Heard – Yay, Councilmember Yarbrough – Nay, Councilmember McCoy – Yay, and Mayor Pro tem Malone – Yay. Motion passed to table the appointment of Fire Chief.
Attorney Larry Nix explained that the motion to table was passed and the Mayor and Council will have to remove from the table.
Mayor Pro tem Malone asked Chief Docimo if he could give an update on the alleged police forgery made by one of our police officers. Why it is taking so long on the investigation since December 2005. Chief Docimo told Mayor Pro tem Malone that he could not discuss the situation or the discipline in an open council meeting.
City Attorney Larry Nix said that this is a matter that could come before the Mayor and Council later, but he was not familiar with this particular case.
Mayor Pro tem Malone asked Chief Docimo why the investigation had been ongoing since December 2005. Chief Docimo said that he could not discuss the issue in an open meeting.
Councilmember Yarbrough told Mayor Pro tem Malone that two times was enough.
Mayor Pro tem Malone made a motion for the Mayor and Council to go into executive session. Attorney Nix said that he was not familiar with the case and I am your legal counsel, but you don’t have to listen to me. Motion did not receive a second and therefore the motion failed for lack of a second.
City Manager Holley asked Interim Chief Jennings to introduce his new members of the City of Lanett Fire and EMS Department and they are Jonathan Tarr, Kyle Jackson and Harvey Floyd. Interim Chief Jennings said the additional hiring would help staff the new Huguley Fire Station.
City Manager Holley said the City of Lanett is currently spraying for mosquitoes.
City Manager Holley said the Lanett Swimming Pool would open on Monday June 12, 2006. The cost to get in will be a $1.00.
City Manager Holley said the next council meeting would be Monday June 19, 2006.
City Manager Holley said there are 10 original Fabulous Five collages remaining for purchase. You can call city hall for more information.
City Manager Holley said the Boys & Girls Club would be closed Tuesday June 6, 2006, because of the primary election.
There being no further business, to come before this Council, motion duly made, the meeting was adjourned.
