REGULAR SCHEDULED COUNCIL MEETING

June 19, 2006

 

The City Council of the City of Lanett, Alabama, met in regular session on Monday, June 19, 2006, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M.  The roll was taken and the following were found to be present: Councilmember Malone, Councilmember Duskin, Councilmember Heard, Councilmember Yarbrough, and Councilmember McCoy.  Mayor Crawley was present and presided over the meeting.

 

Reverend Gary Armes said the invocation and led the pledge of allegiance.

 

Councilmember McCoy made the motion to adopt the prepared agenda.  Councilmember Duskin    seconded the motion.  Motion unanimously carried.

 

Councilmember Heard made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of June 5, 2006.  Councilmember McCoy seconded the motion.  Motion unanimously carried.

 

Mayor Crawley appointed Otis Hill to City of Lanett Board of Adjustment for a six-year term and appointed John W Johnson, Jr. for the un-expired term of David Wilkerson on the Chamber County Industrial Development Authority.

 

Councilmember Malone had nothing this evening.

 

Councilmember Heard made a motion to take steps necessary to annex territory in connection with the Alabama Welcome Center Expansion.  Seconded by Councilmember McCoy.  Motion unanimously carried.

 

Councilmember McCoy made a motion to suspend the rules for immediate consideration for “Ordinance 06-06-01 – An Ordinance To Annex Property Into The City of Lanett”.  Seconded by Councilmember Yarbrough.  The following roll call votes were recorded: Councilmember Malone – Yea, Heard-Yea, McCoy-Yea, Duskin-Yea, Yarbrough-Yea and Mayor Crawley-Yea.  Motion unanimously carried.

 

Councilmember McCoy made a motion to adopt “Ordinance 06-06-01 – An Ordinance To Annex Property Into The City of Lanett”.  Seconded by Councilmember Yarbrough.  The following roll call votes were recorded: Councilmember Malone-Yea, Heard-Yea, McCoy-Yea, Duskin-Yea, Yarbrough-Yea and Mayor Crawley-Yea.  Motion unanimously carried.

 

Councilmember McCoy made a motion to adopt “Resolution 06-06-01 – Sales Tax Exemption “covered items” (August 4th, 5th and 6th)”.  Seconded by Councilmember Yarbrough. Motion unanimously carried.

 

Councilmember Duskin made a motion to adopt “Resolution 06-06-02 – A Resolution To Declare July 3rd, 2006 A Special Holiday”.  Seconded by Councilmember McCoy.  Motion unanimously carried.

 

Councilmember Duskin made a motion to adopt “Resolution 06-06-04 – Street Vacation of Unnamed  Street”.  Seconded by Councilmember McCoy.  Motion unanimously carried.

 

Councilmember Yarbrough presented a “Proclamation Neighborhood watch “National Night Out”.  Lurlie Jennings was there to accept the proclamation. 

 

Councilmember Yarbrough made a motion to adopt “Resolution 06-06-03 – A Resolution To Declare Surplus Property”.  Seconded by Councilmember Duskin.  Motion unanimously carried.

 

Councilmember Yarbrough made a motion to remove from table to appoint a Fire Chief.  Seconded by Councilmember Duskin.  Roll call voted as follows: Councilmember Malone-Yea, Duskin-Yea, Heard-Yea, McCoy-Yea, Yarbrough-Yea and Mayor Crawley -Yea.   Motion unanimously carried.  Roll call vote to appoint Fire Chief Tim Jennings as follows: Councilmember Malone-Nay, Duskin-Yea, Heard-Yea, McCoy-Yea, Yarbrough-Yea and Mayor Crawley-Yea.  Motion to appoint Fire Chief Tim Jennings carried.

 

Councilmember Yarbrough said that the Police Department had recently promoted two police officers and he wanted the Police Chief Docimo to introduce the officers.  Chief Docimo introduced police officers Michael J Jones as a new sergeant and police officer Teddy Morris as sergeant.

 

Lurlie Jennings  - Neighborhood Watch “ National Night Out” came before the Mayor and Council

And thanked the City of Lanett Mayor and Council for the proclamation on the “National Night Out 2006”.  Lurlie Jennings said this was the first chance for the Lanett Neighborhood Watch to participate.  Lurlie Jennings said that she will be asking for donations from the businesses and local citizens because everything offered at the “National Night Out’ must be free to the public.  Lurlie Jennings said that on July 14, 2006 the Lanett Neighborhood Watch will be participating in “Bail or Jail” where local citizens will be arrested by the City of Lanett Police Department and have to find the bail money to get out of jail.  The bail money will be doubled for the fine.

 

City Manager Holley said he wanted to thank the Mayor and Council on behalf of the City of Lanett Employees for granting July 3, 2006 a holiday.

 

City Manager Holley said the purpose of the surplus property the Mayor and Council approved to declare as surplus property was for the Chief Docimo to swap the two cameras for a motor vehicle.

 

City Manager Holley said the next Lanett City Council Meeting would be July 17, 2006 at 6:00 P.M. and the July 3, 2006 meeting would be canceled due to the July 4, 2006 holiday.

 

City Manager Holley said Greg Fender, an expert with the franchise agreement specialist would be at the next City of Lanett Council meeting to put on a presentation.  Charter Communication franchise agreement had expired in 2003.

 

City Manager Holley said that he and Jerry Thrower had a meeting with the Alabama Department of Transportation.  City Manager Holley said the beautification of Exit 79 is the first impression you see when entering into Alabama had been discussed with engineers and the State of Alabama Agronomist, which will be addressed.

 

City Manager Holley said the I-85 Corridor Alliance will have a workshop from 3:00 – 5:00 P.M. Eastern Time on June 21, 2006 at the Valley Community Center, Valley, Alabama.  City Manager Holley said the admission is free.  Neal Wade will be the speaker, which is the Director of the Alabama Development Office and he will be discussing the expansion of the automotive industry in Alabama, especially with Kia locating on the Eastern Border in Georgia.

 

City Manager said with the help of Lieutenant Hale and Sergeant Bandy tagged a number of old cars and if they were not moved the City of Lanett had to move them. 

 

City Manager Holley said that the City of Lanett Fire Department has burned several houses.

 

City Manager Holley said that he wanted to thank both the Police Department and the Fire Department for their help.

 

City Manager Holley said that he and Attorney Nix are currently still discussing better ordinances on weed abatement and public verses private nuisances.  The City of Lanett statues are old.

 

City Manager Holley said to contact Jerry Thrower at 644-5220 on addressing junk cars.

 

City Manager said a piece of property across the street from the Lanett Municipal Complex has been offered to the City of Lanett for sale.

 

Councilmember Malone asked City Manager Holley about the J.T. Greene School apartments.

 

City Manager Holley said that the J. T. Green Project had received the Federal Tax Grant money and that the project will become a reality. 

 

 

 

 

City Manager Holley said if you will look across from the Lanier Carter Mill on I-85 you would see the Airport Project progress.

 

Mayor Crawley said that he and City Manager Holley would be going to Seoul South Korea July 10 – 15, 2006.  Mayor Crawley said we hope to bring back Kia suppliers to the City of Lanett.  Mayor Crawley said the entire trip was being paid by local businessman donations and would be no cost to the City of Lanett.

 

City Manager Holley said this would be an intense trip and please keep us in your prayers.
