REGULAR SCHEDULED

COUNCIL MEETING JULY 17, 2006

 

 

The City Council of the City of Lanett, Alabama, met in regular session on Monday, July 17, 2006, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M.  The roll was taken and the following were found to be present: Councilmember Malone, Councilmember Duskin, Councilmember Heard, Councilmember Yarbrough, and Councilmember McCoy.  Mayor Crawley was present and presided over the meeting.

 

Reverend Gary Armes said the invocation and led the pledge of allegiance.

 

Councilmember Malone made a motion to amend the agenda. Councilmember Heard seconded the motion.  Motion unanimously carried.

 

Mayor Crawley swore in Timothy Jennings as new Fire Chief.

 

Councilmember Duskin made the motion to adopt the prepared agenda.  Councilmember McCoy     seconded the motion.  Motion unanimously carried.

 

Councilmember Yarbrough made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of June 19 2006.  Councilmember McCoy seconded the motion.  Motion unanimously carried.

 

Councilmember Malone presented a “Proclamation – Godsell United Methodist Church 140th Anniversary”.  Reverend Blount was there to receive the proclamation.

 

Councilmember Malone made a motion to adopt Resolution 07-06-04 Lanett Senior Center Improvement CDBG Grant”.  Councilmember Duskin seconded the motion.  Motion unanimously carried.

 

City Manager Holley explained that the “Resolution 07-06-04 Lanett Senior Center Improvement CDBG Grant” for the purpose of making improvements to the Lanett Senior Center and the redevelopment of adjacent property for parking, recreational facilities and open space to serve the center.

 

City Manager Holley said a local in-kind match for demolition, clearance and redevelopment activities equivalent to $40,000.00 would be provided by the City of Lanett.  City Manager Holley said this would tie in with the downtown redevelopment project.

 

Councilmember Malone reminded citizens to take precautions when outside in the heat.

 

Councilmember Malone asked Director Ronnie Tucker to explain the activities going on in the recreation Department. 

 

Director Ronnie Tucker said there would be a softball home run derby July 20, 2006 at Lanett High School, Bingo night out at the Lanett Senior Center on August 10, 2006 from 6:00 P.M. until 8:00 P.M., and the last day for the swimming pool would be July 31, 2006.  There will be free watermelon and hot dogs on the last day July 31, 2006 at the swimming pool.

 

Councilmember Heard had nothing this evening.

 

Councilmember McCoy read the first reading of “Ordinance 07-06-01 – An Ordinance to Annex Property Into The City of Lanett”.     

 

Councilmember McCoy made a motion to adopt “Resolution 07-06-03 – Airport Improvement Funding Assistance”.  Councilmember Dusking and Councilmember Yarbrough seconded the motion.  Motion unanimously carried.

 

City Manager explained that the State of Alabama cost would be $14,268.00 and the cost for City of Lanett would be $16,769.00.  City Manager Holley said this would basically be the $16,000.00 out of the City of Lanett pocket for $500,000.00 in work done at the Lanett Airport.

 

 

Councilmember McCoy made a motion to adopt “Resolution 07-06-05 – Airport Runway Overlay Project No 3-01-0046-003-2006”.  Councilmember Yarbrough seconded the motion.  Motion

 

unanimously carried.  Councilmember McCoy said the low bidder was Chris Clark Paving and Grading Contractor for $502,496.60

 

Councilmember Duskin made a motion to adopt “Resolution 07-06-02 CDBG Highway 50 Lift Station”. Councilmember McCoy seconded the motion.   Motion unanimously carried.

 

Councilmember Malone asked for explanation of the Highway 50 Lift Station.

 

Street Superintendent Mike Bass explained the Highway 50 Lift Station services over half of the sewage in the City of Lanett.

 

Councilmember Yarbrough presented a “Proclamation – Day of Prayer”. Dianne Perry was there to receive the proclamation. Ms Perry reminded everybody that the National Day of Prayer would be August 4, 2006 at 6:00 P.M. Central Time and 7:00 P.M. Eastern Time.

 

Councilmember Yarbrough said three families had called him and expressed their appreciation on how professional the Fire and EMS was.  Councilmember Yarbrough said he wanted to thank them.

 

Mayor Crawley thanked all the local business that made donations for the Korea trip.  Mayor Crawley said that he and City Manager Holley met with 50 suppliers that are coming to Georgia and Alabama.

 

City Manager Holley said that it was a long trip to Korea, which took 15 hours both ways and that it was an eye opening experience. City Manager Holley said that Seoul, Korea has 12 million people.  City Manager Holley said he took pins with the State of Alabama Flag and Lanett, Alabama on them.  He gave them away and everybody was wearing them and by the time they got ready to leave. City Manager Holley said that good things were going to happen to this area.

 

City Manager Holley said that he would be setting up a Finance Committee Meeting with the Finance Committee in the next week.

 

Greg Fender from Local Government Services, LLC came before the Mayor and Council to explain that he works with cities to collect franchise tax from the different cable companies and franchise agreements.  Mr. Finder said he would assist the City of Lanett in the audit.  Mr. Fender said that most cities are losing money from franchise tax and that is what he does to help recapture the franchise taxes.  Mr. Fender said that the Alabama League of Municipalities approved him and that he had worked with several cities in Alabama. Examples are Southside, Alabama and Wetumpka, Alabama.   Mr. Fender said he can get the agreement done in three to six months and that contracts normally ran for 10 years.

 

Councilmember Malone asked how much would it cost.  Mr. Fender said the cost to the City of Lanett would be about $14,000.00 and that it is based on the population.

 

City Manager Holley said that the current franchise agreement with Charter Communication ran out in 2003.
