CITY OF LANETT

REGULAR SCHEDULED COUNCIL MEETING

August 6, 2007

The City Council of the City of Lanett, Alabama, met in regular session on Monday, August 6, 2007, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M. The roll was taken and the following were found to be present: Councilmember Duskin, Councilmember Heard, Councilmember McCoy, and Councilmember Yarbrough. Councilmember Malone was absent. Mayor Crawley was present and presided over the meeting.

Reverend Nellie Giles said the invocation and led the pledge of allegiance.

Councilmember Duskin made the motion to adopt the prepared agenda. Councilmember Heard seconded the motion. Motion unanimously carried.

Councilmember Duskin made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of July 16, 2007. Councilmember Heard seconded the motion. Motion unanimously carried.

Mayor Oscar Crawley appointed “William “Bill” Oliver to Lanett Housing Authority Board”.

Mayor Oscar Crawley appointed “Charlie Williams, Senior to Ad Hoc Committee Industrial Development Authority”.

Councilmember McCoy made a motion to amend the agenda. Councilmember Yarbrough seconded the motion. Motion unanimously carried. Councilmember McCoy moved resolution to Councilmember Heard.

Councilmember Heard read “Resolution 08-07-04 – Sell of Surplus Equipment”. Councilmember Heard made a motion to adopt “Resolution 08-07-04 – Sell of Surplus Equipment”. Councilmember Duskin seconded the motion. Motion unanimously carried.

Councilmember Heard read “Resolution 08-07-07 – Authorizing Execution of Contract Between City and ITC Globe, Inc. (Knology) (Pole Attachment Agreement)”. Councilmember Heard made a motion to adopt “Resolution 08-07-07 – Authorizing Execution of Contract Between City and ITC Globe, Inc. (Knology)”. Councilmember McCoy seconded the motion. Motion unanimously carried.

Councilmember McCoy read “Resolution 08-07-02 CDBG FY 2007 Plan Resolution”. Councilmember McCoy made a motion to adopt “Resolution 08-07-02 CDBG FY 2007 Plan Resolution”. Councilmember Duskin and Yarbrough seconded the motion. Motion unanimously carried.

Councilmember Duskin read “Resolution 08-07-01 – CDBG Block Grant Purchasing Policies”. Councilmember Duskin made motion to adopt “Resolution 08-07-01 – CDBG Block Grant Purchasing Policies”. Councilmember Heard seconded the motion. Motion unanimously carried.

Councilmember Duskin read “Resolution 08-07-03 Authorizing Execution of Contract for Professional Airport Services” in the amount of $230,000.00. Councilmember Duskin made a motion to adopt “Resolution 08-07-03 Authorizing Execution of Contract for Professional Airport Services”. Councilmember McCoy seconded the motion. Motion unanimously carried.

Councilmember Duskin ask about the new street sweeper. City Manager Holley said the street sweeper is in, but it is being worked on.

Councilmember Yarbrough read “Resolution 08-07-05 – Amend Personnel Policy Pay Grade Plan”. Councilmember Yarbrough made a motion to adopt “Resolution 08-07-05 – Amend Personnel Policy Pay Grade Plan”. Councilmember Yarbrough said this would increase each step by a $1.00. Councilmember Duskin seconded the motion. Motion carried.

Councilmember McCoy said that the City of Lanett could not afford the pay increase. Councilmember McCoy asked how the City of Lanett is going to pay for the increase. Councilmember McCoy said that the police officers are going around asking for donations to purchase equipment to go in the police cars.

Councilmember Yarbrough told Councilmember McCoy that if the City of Lanett hires enough officers that the City of Lanett would not be paying out so much money for overtime and would save money.

Councilmember Heard made a motion to table “Resolution 08-07-05 – Amend Personnel Policy Pay Grade Plan”. Councilmember McCoy seconded the motion. Roll call as follows: Councilmember Heard – Yea, Councilmember McCoy – Yea, Councilmember Duskin – Nay, Couniclmember Yarbrough – Nay, and Mayor Crawley – Nay. Motion to table failed.

Councilmember Yarbrough read “Resolution 08-07-06 – Authorizing City Manager to Award Annual Merit Raise”. Councilmember Yarbrough made a motion to adopt “Resolution 08-07-06 – Authorizing City Manager to Award Annual Merit Raise”. Councilmember Duskin seconded the motion. Councilmember Heard – Yea, Councilmember McCoy –Nay, Councilmember Duskin –Yea, Couniclmember Yarbrough – Yea, and Mayor Crawley – Yea. Motion carried.

Mayor Crawley handed out “Certificates of Appreciation City of Lanett Employees with over twenty years: Jane Farrar – 32 years, Alfred Jerome Dunn – 22 years, Johnny Jones – 22 years, David McCullough – 20 years. Those present to receive certificates were Jane Farrar and Johnny Jones.

They’re being no further business, to come before this Council, motion duly made, and meeting was adjourned at 6:25 P.M.
