CITY OF LANETT

REGULAR SCHEDULED COUNCIL MEETING

October 16, 2006

 

The City Council of the City of Lanett, Alabama, met in regular session on Monday, October 16, 2006, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M.  The roll was taken and the following were found to be present: Councilmember Malone, Councilmember Duskin, Councilmember Heard, Councilmember Yarbrough, and Councilmember McCoy.  Mayor Crawley was present and presided over the meeting.

 

Reverend Gary Armes said the invocation and led the pledge of allegiance.

 

Councilmember Malone made the motion to adopt the prepared agenda.  Councilmember McCoy    seconded the motion.  Motion unanimously carried.

 

Councilmember Duskin and Councilmember Yarbrough made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of October 2, 2006.  Councilmember Heard seconded the motion.  Motion unanimously carried.

 

DuWayne Bridges came before the Mayor and Council to present a donation to the Police Department in the amount of $3,000.00 to purchase lap top computers to go in the police vehicles to do their reports. DuWayne Bridges came before the Mayor and Council to present Airport Donation in the amount of $10,000.00 for surveillance equipment for the airport.

 

Councilmember Malone had nothing this evening.

 

Councilmember Heard made a motion to go into executive session at 6:10 P.M. to discuss the character of an individual.  Motion seconded by Councilmember McCoy. Motion unanimously carried.

 

Councilmember McCoy made a motion to come out of executive session at 6:40 P.M.  Motion seconded by Councilmember Yarbrough.  Motion unanimously carried.

 

Councilmember McCoy made a motion to suspend rule for immediate consideration for “Ordinance No 10-06-01 – An Ordinance to Annex Property Into The City of Lanett”.  Motion seconded by Councilmember.  Roll call vote as follows: Councilmember Malone - Yea, Councilmember Heard - Yea, Councilmember McCoy - Yea, Councilmember Duskin - Yea, Councilmember Yarbrough -Yea, and Mayor Crawley - Yea.  Motion unanimously carried.  

 

Councilmember McCoy made a motion to adopt “Ordinance No 10-06-01 – An Ordinance to Annex Property Into The City of Lanett”.  Motion seconded by Councilmember Yarbrough. .  Roll call vote as follows: Councilmember Malone - Yea, Councilmember Heard - Yea, Councilmember McCoy - Yea, Councilmember Duskin - Yea, Councilmember Yarbrough -Yea, and Mayor Crawley - Yea.  Motion unanimously carried.

 

Councilmember McCoy made a motion to adopt “Resolution No 10-06-02 – Deannexiation of  Property”.  Motion seconded by Councilmember Yarbrough.  Roll call vote as follows: Councilmember Malone - Yea, Councilmember Heard - Yea, Councilmember McCoy - Nay, Councilmember Duskin - Yea, Councilmember Yarbrough - Yea, and Mayor Crawley - Yea.  Motion carried.  

 

Councilmember Duskin presented and read “Proclamation – National Farm City Week 2006”.  Darrell Bishop was present to receive the proclamation.

 

Councilmember Duskin made a motion to appoint Carl Bullard to the Industrial Development Authority Board.  Motion seconded by Councilmember Yarbrough.  Councilmember McCoy made a motion to table the appointment of Carl Bullard to the Industrial Development Authority Board.  Motion seconded by Councilmember Malone.  Roll call vote as follows:  Councilmember Malone – Yea, Councilmember Heard – Yea, Councilmember McCoy – Yea, Councilmember Duskin – Nay, Councilmember Yarbrough – Nay, and Mayor Crawley – Nay.  Motion failed to carry. Mayor Crawley said motion is on the floor to appoint Carl Bullard to Industrial Development Authority Board.  Roll call vote as follows:  Councilmember Malone – Nay, Councilmember Heard – Nay, Councilmember McCoy – Nay, Councilmember Duskin – Yea, Councilmember Yarbrough – Yea, and Mayor Crawley – Yea.  Motion failed to carry.

 

 

 

Councilmember Yarbrough had nothing this evening.

 

Mayor Crawley said that the City of Lanett is going to have a citywide make a difference clean up day on October 28, 2006 sponsored by the Lanett Beautification Committee and Lanett Neighborhood Watch.  Mayor Crawley told Street Superintendent Mike Bass to get some trash bags for the clean up.

 

City Manager Holley said that a joint public hearing with City of Lanett and City of Valley regarding Charter Communication’s request to renew cable television franchise and will be held October 26th, 2006 beginning at 6:00 P.M. Eastern Standard Time at the Valley Community Center located at 130 Sportsplex Drive, Valley, Alabama.

 

City Manager Holley said the Carson & Barnes Circus is coming to the City of Lanett October 24, 2006 with shows at 4:30 P.M. and 7:30 P. M. and will be located behind Lanett High School.
