CITY OF LANETT
REGULAR SCHEDULED COUNCIL MEETING
November 21, 2005
The City Council of the City of Lanett, Alabama, met in regular session on Monday, November 21, 2005, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M. The roll was taken and the following were found to be present: Councilmember Heard, Councilmember Yarbrough, and Councilmember McCoy. Councilmember Tony Malone and Councilmember Duskin were absent. Mayor Oscar Crawley was present and presided over the meeting.
Reverend Horace Blount said the invocation and led the pledge of allegiance.
Councilmember McCoy made the motion to adopt the prepared agenda. Councilmember Yarbrough seconded the motion. Motion unanimously passed.
Councilmember Yarbrough made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of November 7, 2005. Councilmember McCoy seconded the motion. Motion unanimously carried.
Mayor Crawley presented Reverend Horace Blount with a Proclamation. Mayor Crawley thanked Reverend Horace Blount for serving as Chaplin for the City of Lanett Council meetings.
Councilmember Heard read “Ordinance11-05-01 – An Ordinance to Amend Ordinance 9-48 To Assist Utility Customers in Payment of Utility Charges.” Councilmember Heard made a motion to suspend the rules after the first reading and vote on the “Ordinance 11-05-01”. The following roll call votes were recorded as follows Councilmember Heard – Yea, Councilmember Yarbrough – Yea, Councilmember McCoy – Yea, and Mayor Crawley – Yea. Motion unanimously carried. Councilmember Heard made a motion to adopt “Ordinance 11-05-01”. Seconded by Councilmember Yarbrough. The following roll call votes were recorded as follows Councilmember Heard – Yea, Councilmember Yarbrough – Yea, Councilmember McCoy – Yea, and Mayor Crawley – Yea. Motion unanimously carried.
Councilmember McCoy made a motion to adopt “Resolution 11-05-05 – A Resolution Authorizing The Mayor To Execute A Contract With First American Bank and Regions Bank to Appoint Successor Trustee”. Seconded by Councilmember Yarbrough.
Councilmember Yarbrough made a motion to adopt “Resolution 11-05-06 – Bid Award 2005 New GMC Sierra Extended Cab 2500HD.” Seconded by Councilmember McCoy. Motion unanimously carried.
Councilmember Yarbrough wishes everybody a Happy Thanksgiving.
Mayor Crawley announced City of Lanett will be closed Thursday, November 24, 2005, and Friday, November 25, 2005 for Thanksgiving. Mayor Crawley announced that the next council meeting will not be held and that the City of Lanett will be having the Christmas Tree Lightning at the City of Lanett square at 6:00 PM December 5, 2005.
City Manager Holley thanked the Mayor and Council for passing the “Ordinance 11-05-01”. City Manager Holley said that the City of Lanett will change policy on the different cycles. The change will assist the City of Lanett customers. The City of Lanett will do away with cycle II billing. The new cycles I will go out on the 5th of every month and be due by the 20th of the month. The other cycle which is cycle III will go out on the 20th and due by the 5th of every month. The new cycles will give customers 15 days to pay there bill and this will assist out customers of the City of Lanett by having a extra 5 days The City of Lanett also takes credit cards. City Manager Holley said that the City of Lanett also done away with the ten percent (10%) late charge and went with a flat fee of $20.00 and this will assist the City of Lanett customers. City Manager Holley said that the City of Lanett has ordered door hangers to example what cycle they are in.
City Manager Holley said the airport project is still underway. The City of Lanett now owns the property on the west end of the airport and the City of Lanett can begin construction. Attorney Nix is working hard to acquire the property on the other end of the airport. City Manager stated that Jerry Thrower Building Inspector attending a meeting in Montgomery, Alabama to assist the City of Lanett last week to come up with a security plan for the airport. City Manager Holley said that we recently had
a meeting with our pilots who rent hangers at the airport and they express great interest in the airport project, which will be a continuing asset to the City of Lanett.
City Manager said that he had quit a few calls from citizens concerning the alternative heating system, which is called econo heat or heat panel. The heat panels have been sold in Europe for fifteen (15) years. The panels are simply plug in and forget about them. City Manager Holley said that he had talked with distributor of the company and if the City of Lanett buys in quantity, the City of Lanett would get a discount of twenty percent (20%). City Manager Holley would like the Mayor and Council to give him permission to order in quantity of twenty-five (25) or fifty (50). City Manager Holley said the City of Lanett could sell to our customers and this will help our customers.
City Manager Holley said that he is prepared to bid out in December 2005 other-than-trash pick-up and hopefully this will save the City of Lanett a considerable amount of money.
City Manager Holley said that the City of Lanett is having problems with the new electronic water meters and we have worked through tremendous number of problems, because they were put in by sub-contractor, which was put in improperly. City Manager Holley said a lot of people are cutting the wires and are reversing the meter. Tampering with meters is a violation of the law and the City of Lanett is going to pursue and press charges.
City Manager Holley is still waiting on the go ahead from the Mayor and Council to pursue the hanger from the City of Valley, Alabama. The City of Valley has called City Manager Holley several times about this.
Terry Parham presented a Certification of Appreciation to the City of Lanett. Mayor Crawley was presented with the certificate of appreciation. Terry Parham wanted to thank the City of Lanett for participating and to thank Jane Farrar for her work with the Easter Seal program. Terry Parham thanked the City of Lanett for participating in the program and thanked for the referrals.
Superintendent Charles Looser and Chairlady Gwen Brooks Harris came before the Mayor and Council to thank the City of Lanett Mayor, Council and City Manager Holley for joining in with the Lanett City Schools as partners in the Grant Applications which resulted in Lanett High School being selected as one (1) of twenty-four (24) high schools in the state of Alabama. This is a distance learning program that links high quality class rooms. The program will start in January 2006. The program is where students can take classes from other schools and the Lanett High School to teach other students from other schools. The students will interact with other students, and develop friendship. The students will not have to miss classes and this would keep students from missing classes, that may not be offered but once a year.
Mayor Crawley told the Superintendent Charles Looser and Chairlady Gwen Brooks Harris that the City of Lanett is glad to participate in the grant program.
There being no further business to come before this Council, motion duly made, meeting was adjourned.
