CITY OF LANETT
REGULAR SCHEDULED COUNCIL MEETING
December 18, 2006
The City Council of the City of Lanett, Alabama, met in regular session on Monday, December 18, 2006, in the Council Chambers of the Lanett Municipal Complex at 6:00 P.M. The roll was taken and the following were found to be present: Councilmember Tony Malone, Councilmember Duskin, Councilmember Heard, Councilmember Yarbrough, and Councilmember McCoy. Mayor Oscar Crawley was present and presided over the meeting.
Reverend Gary Armes said the invocation and led the pledge of allegiance.
Councilmember McCoy made the motion to adopt the prepared agenda. Councilmember Duskin seconded the motion. Motion unanimously carried.
Councilmember Duskin made the motion to dispense with reading and to adopt the minutes of the regular scheduled meeting of November 18, 2006. Councilmember Heard seconded the motion. Motion unanimously carried.
Councilmember Malone had nothing this evening to wish everybody a Blessed Christmas.
Councilmember Heard presented a “Proclamation – Barbara Langley Day – LifeSouth Community Blood centers and Lanier Hospital Blood Drive Memorial”. Mac Langley was present and Aimee Barnes with LifeSouth Community Blood Center to receive the proclamation.
Aimee Barnes –LifeSouth Community Blood Center came before the mayor and council to remind of the blood drive, which will be held at George H Lanier Memorial Hospital on December 21, 2006 from 9:00 A.M. to 6:00 P.M. in Barbara Langley’s memory.
Councilmember McCoy made a motion to appoint “Robert Lee Johnson to IDA Board”. Councilmember Heard seconded the motion. Motion unanimously carried.
Councilmember Duskin made a motion to adopt “Resolution 12-06-01 – CDBG LR-CE-PF-06013 Evaluation Process”. Councilmember McCoy seconded the motion. Motion unanimously carried. Councilmember Duskin read the “Resolution 12-06-01” the professional engineering firms and determined that Goodwyn, Mills & Cawood is the most qualified provider of professional services for a Community Development Block Grant project. City of Lanett Attorney Larry Nix asked that the City of Lanett make sure that this project complies with the same contract that he and City Manager Holley spent months working out. Councilmember Duskin asked City Manager Holley if this was related to the downtown area. City Manager Holley said that it was and that it tied in with the downtown and the senior center.
Councilmember Duskin made motion to adopt “Resolution 12-06-02 – CDBG LR-CE-PF-06013 Grant Program”. Councilmember McCoy seconded the motion. Motion unanimously carried. Councilmember Duskin read the “Resolution 12-06-02” and the City of Lanett selected the Towry Company as the most qualified provider of grant management services in accordance with published selection criteria and procedures set forth in the common rules as adopted by ADEC. Councilmember Malone said he had some concerns with the Towry Company.
Councilmember McCoy asked City Manager Holley about the grants and he stated that due to the problems with West Shawmut Sewer Project the City of Lanett had been prohibited from receiving other funds until the Towry Company came up with this grant.
Councilmember McCoy asked what the status with the hanger project that the City of Lanett had purchased from the City of Valley. City Manager Holley said the City of Lanett is looking at two acres of land near the City of Lanett’s gas regulatory station and negotiating to purchase land on the higher ground for whatever it appraises. City manager Holley said that a donation was involved of several acres that adjoin the City of Lanett along the river.
Mayor Crawley said that he might have to go down to the barn area and start tearing it down.
Councilmember Yarbrough made a motion to go into executive session on pending litigation. Councilmember Duskin seconded the motion. Motion unanimously carried. Attorney Larry Nix
said the request to go into executive session meets the requirement, because of the open meeting act. Councilmember Yarbrough said the executive session would last about ten minutes.
Councilmember Yarbrough made a motion to come out of executive session on the pending litigation. Councilmember McCoy seconded the motion. Motion unanimously carried.
Mayor Crawley said the next two council meetings would be on a holiday and that the City of Lanett next council meeting would be January 22, 2007 at 6:00 P.M. in the Council Chambers at the Lanett Municipal Complex. Mayor Crawley said the City Hall would be closed December 25 and 26 for Christmas Holidays and January 1, 2007 for New Year.
There being no further business to come before this Council, motion duly made, meeting was adjourned.
